The deputy prime minister opened the workshop by reiterating

The workshop was organized jointly by the EU Delegation and the Ministry of Planning and International Cooperation, as the future National Authorizing officer and chaired by the Deputy Prime Minister.

The deputy prime minister opened the workshop by reiterating the historical character of this exercise after recent accession of Somalia to the Cotonou Agreement and signature of the NIP following 25 years of pausing of EU – Somalia cooperation. He introduced and confirmed the Minister of Planning as the future National Authorising Officer for Somalia.

The EU Delegation team introduced the basis, focal sectors and allocations of the 11EDF NIP for Somalia (see attached presentation)

Key questions raised were linked to concerns on implementation:

  • Possibility to more involve government in steering and monitoring of implementation of programs.
  • Quality and delivery of implementing partners currently used.
  • Overheads absorbed by implementing partners.

Agreement was reached to ensure more ownership and better selection of implementing partners through the following:

  1. Involvement of government (Ministry of Planning and Line Ministry) in all contract negotiations and selection processes using a minimum of Competitive procedures.
  2. Progress Reports to be sent to the line ministries and Planning Ministry.
  3. Steering Committee meetings / Project Boards to be held regularly for all projects.
  4. Monitoring visits by the government or where possible jointly to the projects.

In a second step were the EU team presented ongoing interventions and ideas on future areas for the identification under the EDF sector priorities

comments received were the need for better targeting of human rights and women through specific actions as well as improved conditions for corrections; moreover the need for improved interactions between regional administrations was mentioned and the need for more reconciliation activities.

State and Peacebuilding/ Security Sector reform: Improved oversight and management of military and police force was perceived to be key for a more effective security sector and our approach to support civilian oversight by Ministry of Defense very much welcomed.

Resilience: ministry of agriculture raised the need for countering food insecurity from drought and isolation through rehabilitation of water reservoirs (Bay Bakool) and feeder roads connecting villages with the main roads.

The need for data improved collection by the Government was also raised; a discussion should take place on how to transfer currently mainly outside located capacity and technology to the Government.

For the upcoming identification it was suggested to carry out a review of all our ongoing and recently terminated activities in resilience linked areas to generate ideas on the way forward

Education

The education minister was commended for having organized for the first time after two decades centralized exams in Somalia.

A first priority for the government would be improving TVET which is developed in close collaboration between her Ministry and Ministry of labour. A second priority is accelerated basic education. The area of biggest concern for opportunities for youth and education to counter radicalization are the regions between Hiran and the Jubbas. The federal government would need to pursue an aggressive decentralization campaign to expand education to the most vulnerable regions.

Another area for continuous support would be capacity building for teachers and reviewing their pay scale.Also the ministry would like in the future involve more national expertise, e.g. former Somali teachers in organizing teachers training and contributing to curriculum development which would ensure adaptation to local context. Further areas of involvement for the ministry are the establishment of quality control over private schools including oversight on specific content components such as strengthening knowledge of Somali history.

The next step will be further consultations per sector to be organised between the Head of Sections of the EU Delegation, line ministries, regional administrations and with inputs from implementing partners active in the areas concerned per sector to come up with the key priorities per sector intervention. These interventions should be carried out during the month of July to produce a first draft of identification fiches for beginning of August.

Inter-ministries coordination meeting organized by MOPIC

The Ministry of Planning & International Cooperation (MOPIC) gathered all Federal Government of Somalia ministries for the first Government Coordination meeting, setting a course to improve internal government accountability and efficiency.

“Planning is the backbone to deliver government services and cooperation among all government entities is critical. Because no single institution can tackle the challenges facing Somalia alone, delivery of an affective service requires the cooperation at all levels of government,” said MOPIC Deputy Minister Abdullahi Sheikh Ali.

The meeting was exclusively for DG/PS level and Planning Directorates of FGS ministries and over 48 civil servants were in attendance.

“The large attendance is encouraging and loudly states that institutions recognize the need to work together, provide clear and joined response to complex policy challenges and provide seamless services to the people,” said MOPIC Permanent Secretary Abdi Dirshe.
