Somalia Investment and Development Priority Meeting

This meeting is about identifying Somalia Investment and development Priority. Each Ministry must take responsibility for its areas of expertise and promote investing in Somalia to the world. Our priorities are in many documents such as the New Deal Compact, Economic Recovery Plan IMF Economic Indicators, AfDB economic outlook and country brief and Economic Assessment by USAID. Went over the available documents on the FOCAAC 2012 outcomes and priority investment areas. This was to stimulate some general discussions and ideas for the session. Went through some of the economic data in the documents with the group.

Ambassador Said reaffirmed this message and stated that the Somali-UAE economic talks is one we must fully capitalize on. All the productive sector related Ministries must participate and put together priority projects and forward it to the Ministry of Planning.

SM Minister Khalid. MFA: Proud that Somalia is today taking the real steps towards development. We are working in a strategic national plan for today and tomorrow. Somalia has left the humanitarian stage and we must now live on what we have and create the opportunities our people need. We have many natural resources and we must be leaders in all of these. Our challenge is to capitalize on all the resources we have at our doorstep.

Foreign Investment law is now in Parliament due to the efforts of MFA and MOPIC. This gives us a great opportunity to attract investment to Somalia in the upcoming FOCAAC and India and Africa talks in November and December. All the relevant Ministries have been notified of what is required from them. Most of them had attended this meeting.

Deputy Minister of Planning mentions the importance of this meeting and Somalia needs investment and we need agreed priorities to present to the world. We need to work across the Government to put together a proposal to investors to market Somalia for the sake of our development. We know our country best and we must market it in a way that benefits both our people and investors. Security is a challenge but investment is possible. This is the message we want to send out.

Somali refugees returning from Yemen and other conflict ridden areas. Around 400,000 IDP’s in Mogadishu alone. Under the Tripartite Agreement with Kenya, Somali refugees are voluntarily returning home now and will be until 2019. Around 100,000 to return voluntarily by next year.

Refugee returnees and IDP’s needs to be included in the national planning process. They must be included in all services to be provided by the State.

The conclusion wasclarifying what was needed to be sent to the Ministry of Planning and this will be taken forward next Tuesday. The focus has to be on marketable investment.

Somalia High Frequency Survey Meeting

The Deputy Minister of Planning and International Cooperation H.E Prof Abdullahi Sheikh Ali today leads technical team in the ministry including the Permanent Secretary H.E Abdi Dirshe and Director General of Statistics Mr Ahmed Elmi at a High level task force meeting with the Donors hosted by world Bank in Nairobi.

The meeting was co-chaired by H.E. Abdullahi Sheikh Aliand was discussed the current status of the Statistics Office; strategic priorities for the coming 12-18 months; activities/initiatives to improve coordination and resource mobilization; a presentation on findings from the first pilot wave of the Mogadishu High Frequency Survey (MHFS) and an overview of implementation plans for the second pilot wave of the MHFS which will take place in Q4 of this year.

Speaking after the meeting the Minister Said:

We had a very useful and open discussion on current status of the Directorate of National Statistics, The Ministry welcomes the agenda and recognizes it is importancein setting out a vision of data sovereignty, the Directorate of National Statistics (DNS) is the key provider of statistical data requirements for decision makers, and researchers for planning in an effort to address socio-economic development and welfare of the nation”.

The minister emphasized that the statistics office is in the right direction now, good progress has been made in the last three years but still there is need for strengthening the structure of DNS, its Human Resource, Coordination among Producers and Users of statistics, In order to meet the current and emerging demand for data in the country the National Statistical System needs to be strengthened to make it more robust, more transparent and much better coordinated by a well structured, highly professional, strategy focused and IT-driven national statistical agency.

In a separate two day discussion meeting, agreement reached regarding Somali High Frequency Survey with World Bank and Altai Consulting ,the Somalia High Frequency Survey (SHFS) aims to collect socioeconomic, the Project consists of three data collection components: a) Household Survey, b) Market Survey, and c) Exchange Rate survey. The surveys will be implemented using Mobile Data Collection Devices (MDCDs).. Hence, the survey will cover urban and rural areas as well as IDP camps in Somalia.

Our engaging and constructive discussions over the past few days will translate, through our continued joint efforts, into a successful SHFS that will deliver the high quality data so urgently needed to inform the policy agenda and the design of an evidence-based strategy to reduce poverty and foster shared prosperity.

 

MOPIC Hosts Technical Workshop on Education and Resilience Sector with EU

The technical workshop was follow up from a previous workshop organized jointly by the EU Delegation and the Ministry of Planning and International Cooperation, as the future National Authorizing officer and chaired by the Deputy Prime Minister on late June this year. The workshop was to identify main priorities on Education and Resilience for the 11th European Development Fund envelope for Somalia.

The Minister of Education H.E. Khadra Bashir Ali has welcomed the distinguished participants and expressed her gratitude to attend this event Co-sponsored by Ministry of Planning and International Cooperation and European Union Delegation to Somalia and apprise that EU is the largest donor for education and FGS is grateful.

The Deputy Minister of Education H.E. Hamud Hassan mentioned two important points based on their coming future.

  • There’s a big plan to unite the education umbrellas regarding the national examinations and certificates.
  • Also there’s a plan of regaining the historical school names that Somalia had before and to rebuild it soon since in Mogadishu we have 14 schools.the ministry is working on creating the Faculty of Education under the Somali National University.

The EU Head of Cooperation Daria Fane expressed her gratitude to meet the respective government institution and other organisations on this important engagement.Here is the raised point from the EU Head of Cooperation.

  • Education and Resilience is one of the major programs we are currently implementing in Somalia and our future interventions.
  • Had two engagements with the Federal Government after NIP when the PM met the EU representatives regarding the Somali Compact at state and regional level interventions.
  • The PSG’s is important for both our side and the Federal Government to share the priorities from the government institutions for the future interventions and that’s how EU funds passed on.
  • The EU supports the regional administrations. And there’s 30m Euros for Resilience in Somalia.

Mohamed Sabul from EU Delegation to Somalia on Education mentioned that the EU allocated 85m Euros from the 10th EDF and went to Somaliland, Puntland, South Central, Kismayo and Bay region as well as the Dadaab Refugee Camp. Sector wide education program on 11th EDF is (ESSP – Education Sector Strategic Plan). And they prepared 61m Euros to all over Somalia on 11th EDF as well.

The EU is working on reporting and helping the Somali refugees coming from Yemen to their motherland and they are willing to help those refugees.

The Resilience session, the participant’s discussions were productive and everybody has contributed an idea and gathered a lot of priorities, they’ve spent some time to shortlist the suggested priorities and the following are the three top priorities they’ve raised:
