The Federal Ministry of Planning & International Cooperation (MOPIC) of the Federal Government of Somalia is finalizing the Somalia National Development Plan, which will cover the period 2017-2019. The Government is fully committed to listening to the Somali people and their development priorities and expectations.
Multiple consultations and workshops have been held to develop the content of the plan. However, not everybody has been able to participate. The use of innovative communication tools have the potential of allowing people’s voices to be listened to. MOPIC, with support from the United Nations Development Programme (UNDP), is now launching this e-consultation to provide another opportunity to the citizens to provide their inputs into the National Development Plan.
An e-consultation is the process of enabling a ‘consultative’ interaction between a given entity (in this case the Federal Government of Somalia, through the Ministry of Planning & International Cooperation) and a selected group of stakeholders (in this case Somali citizens) using electronic media like internet or mobile phones. The chosen media allows an on-line interactive mechanism to provide opinion about a specific theme and allow to capture opinions of a wide number of people, who can response to questions in a quick and easy manner.
The consultation intends to raise awareness of the National Development Plan amongst the Somali people and increase understanding of preferences of citizens in relation to different aspects of the plan or its implementation.
The survey is fully anonymous and should not take more than 15 minutes to respond. The survey will be opened until 31 July and results are expected to be published in www.mopic.gov.so in August.
